DS Probe Leads to Indictment of Man for Three Fraudulent Passport Applications

Dorchester Man Indicted On 1 Count Of Identity Theft And 3 Counts Of Making False Statements In Applying For United States Passports

A Dorchester man was charged late yesterday in federal court with one count of knowingly using another person’s identity in falsely claiming to be a U.S. citizen and with three counts knowingly using that person’s identity in three applications for United States Passports.

United States Attorney Michael J. Sullivan and James P. Ennis, Special Agent in Charge of the Department of State’s Diplomatic Security Service in New England, announced that JOSE LUIS MEDRANO-BAEZ, age 24, of 788 Blue Hill Ave., in Dorchester, Massachusetts, was charged in an Indictment with one count of knowingly using another person’s identity in falsely claiming to be a U.S. citizen and with three counts knowingly using that person’s identity in three applications for United States Passports.

The Indictment alleges that on December 12, 2005, at Roxbury, Massachusetts MEDRANO-BAEZ knowingly used the identification of another person, Juan Manuel Marrero Melendez, in order to make a false claim of U.S. citizenship. The Indictment further alleges that on December 12, 2005, October 16, 2006, and January 29, 2007, and in Roxbury, Massachusetts, MEDRANO-BAEZ knowingly again used that person’s identity in three applications for United States Passports.

If convicted on Count One, MEDRANO-BAEZ faces up to fifteen years imprisonment, to be followed by three years of supervised release, and a $ 250,000 fine. If convicted on Counts Two, Three or Four, MEDRANO-BAEZ faces up to ten years imprisonment, to be followed by three years of supervised release, and a $250,000 fine.

The case is being investigated by the Diplomatic Security Service. It is being prosecuted by Assistant U.S. Attorney Paul R. Moore of Sullivan’s Major Crimes Unit.

The details contained in the Indictment are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
