On
March 1, 2006, U.S. Department of State Diplomatic Security Service special agents arrested Martin Steven Reubin in New York City, New York, for passport fraud. An indictment by a Federal Grand Jury in Los Angeles, California, alleges that Reubin obtained a U.S. passport in the identity of Lonnie Barr Kauffman, a deceased person, using the assumed identity for at least 30 years. Reubin was indicted on two charges for executing a passport application using the Kauffman identity in Los Angeles in 1996.  Reubin appeared before a U.S. Magistrate Judge in New York where bail conditions were set.

 

The Department of State Office of Inspector General’s Office of Investigations (OIG) collaborates with Diplomatic Security on certain passport fraud investigations under OIG’s Passport Sentinel project, which matches deceased identities to passport applications.  As a result, OIG referred this case to Diplomatic Security.  Special agents in Los Angeles conducted the investigation and discovered Reubin’s true identity through witness interviews. New York Field Office agents arrested him at his residence in New York City.
 

Diplomatic Security is still investigating the charges against Mr. Reubin. If anyone has information regarding this defendant's use of multiple identities, please contact Diplomatic Security Service's Los Angeles Field Office at 310-235-7958.  Reubin has worked as a writer and consultant.

Criminal indictments are only charges and not evidence of guilt. A defendant is presumed to be innocent unless and until proven guilty.
