USAID Administrator Andrew Natsios recently launched an Initiative
to Revitalize Evaluations within the Agency. His four-part campaign
aims to improve the way evaluations are done and used, as well as
increase the number of evaluations conducted by missions. A recent
study “Evaluation
of USAID Evaluation Experience,” noted that the number
of evaluations submitted to the Development Experience Clearinghouse
dropped from 529 in 1994 to 79 in 2001. According to tabulations
of Mission FY2005 Annual Reports, the trend has now reversed with
167 evaluations done by Agency operating units in FY2004. The activities
of the initiative will continue to support more and better evaluations.
We count on your support to improve USAID’s design of programs
and policies, by doing a better job of capturing and learning from
experience.

USAID wants evaluations to be driven by a real need for
information; information which management then uses to improve
programs and policies. In addition, evaluations serve as a
valuable tool through which international organizations learn
and improve.
