Transportation Security Administration: Surface Transportation Security

TSA's Office of Transportation Security Network Management leads the unified national effort to protect and secure our nation's surface transportation systems. Ensures safe movement of passengers and promotes the free flow of commerce by building a resilient, robust, and sustainable network with public and private partners.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Surface Program has made major improvements since the 2006 assessment. The program developed and implemented better long term and annual performance measures and targets. Also, the program developed a comprehensive strategic plan for securing surface transportation and has developed good long term outcome measures for determining program impact for the Freight Rail and Mass Transit modes.
  • Evaluations were conducted on some of the surface modes (e.g. freight rail, mass transit). TSA has improved the program using recommendations from these evaluations. However, all modes were not evaluated. TSA can enhance the impact of the program by developing a plan for integrated program evaluation for all surface transportation modes.
  • TSA performed well at developing and executing against performance measures to demonstrate results. However, gaps exist in presenting results for some surface modes. TSA should develop additional long-term outcome and annual measures to address performance for the pipeline, maritime, and highway modes.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Clarifying what is being measured to reduce risk from toxic inhalation bulk cargoes in rail transportation.
  • Developing a risk gap analysis planning tool that identifies the threat, vulnerability and consequence at the nations highest risk pipeline systems, by the end of FY '08.
  • Establishing baselines and targets for its long-term, annual, and efficiency measures for pipeline, maritime and highway in FY 2009.
