Community Facilities Program

This program provides loans and grants for essential facilities to low-income rural communities that are unable to provide basic services to residents and have difficulty financing infrastructure projects. Types of loans/grants approved include funding for health clinics, fire and police stations, and/or vehicles.

  • Program objectives serve a clear purpose of improving the quality of life in rural America by providing essential community facilities.
  • The program is managed effectively. Data is collected and analyzed to ensure performance. Funds are tracked and spent in a timely manner using sound financial practices, and there is good collaboration with other Federal, state and local programs.
  • The Agency has consistently achieved the ambitious goals related to these measures on an annual basis and over the long-term using the new measures that emphasize increasing rural residents access to heath care and public safety facilities and the long-term efficient use of Federal funds. These were newly established since this program was last PARTed.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Rewriting program regulations to address identified concerns and deficiencies, such as construction method requirements, underwriting requirements, and security requirements.
  • Obtaining tangible statistics to create and improve performance measures by utilizing a newly created performance related computer model developed exclusively for Rural Development programs.
  • Monitoring the current annual measure inputs such as delinquencies and defaults to ensure that they continue to provide ambitious targets and that goals will be achieved.
