Projects for Assistance in Transition from Homelessness

Projects for Assistance in Transition from Homelessness makes grants to States to provide outreach, mental health and other support services to homeless people with serious mental illness. Outreach is focused on homeless individuals who are not pursuing needed mental health treatment on their own.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is making progress on its performance measures. In 2003, it exceeded its goal for numbers of persons contacted by almost 20,000. Also in 2003, 40% of contacted homeless persons enrolled in services, an increase from 37% in 1998. Between 2002 and 2003, the average federal cost for enrolling a homeless person with a serious mental illness dropped from $736 to $688.
  • The program is not entirely unique, but is designed to have a significant impact. State and local governments and private foundations invest in homeless outreach efforts. Projects forAssistance in Transition from Homelessness is, however, the only Federal program designed to provide outreach to general populations with serious mental illness who are homeless or at risk of being homeless.
  • The program can take additional steps to improve administrative efficiency. It has some procedures in place to be more efficient, such as electronic reporting of grantee performance data.

We are taking the following actions to improve the performance of the program:

  • Determining the feasability of using the HUD Homeless MIS to assist in obtaining outcome data from PATH-funded efforts.
  • Defining data elements for outreach to individuals who are homeless.
  • Evaluating the SOAR (SSI/SSDI Outreach, Access and Recovery) technical assistance initiative.
