US Embassy Compound Security Upgrades

The purpose of the program is to provide physical security upgrades to U.S. diplomatic facilities overseas to better protect buildings, people, and operations. The Compound Security Upgrade Program (CSUP) primarily targets facilities not scheduled for full new embassy compound construction.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is well managed and has applied lessons learned and sound business practices to the execution of security upgrade projects. This is largely attributable to the management and procedural changes in the Department of State's Bureau of Overseas Buildings Operations (OBO) since FY2001, focusing on planning and results.
  • The planning process has been significantly improved and it is being further streamlined. A rigorous planning and project review process has been developed. Efforts are underway to reduce planning time and more precisely define project requirements and cost estimates. Measures to target planning time and product standardization have been developed.
  • The program has demonstrated cost efficiencies and should continue to achieve additional results in this area. The program has taken steps to produce savings through shortened project execution times and more efficient operations, particularly by developing larger, more comprehensive security upgrade projects.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Reducing time needed for project planning by at least 15% in FY 2007-FY 2010 by eliminating the least relevant aspects of the planning process and increasing process standardization.
  • Creating databases of installed physical security features at overseas posts to be better able to measure mean-times-to repair/replacement, analyze possible deficiencies, and improve future products.
