Promoting Safe and Stable Families

The program aims to prevent the unnecessary separation of children from families; improve care and services to children and families; and ensure permanency for children. Community-based services provided include: family support, family preservation, time-limited family reunification, and adoption promotion and support.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program is a critical component of the continuum of care provided through the State-administered child welfare system. The program was found to be generally well administered at the State and Federal level and well coordinated with related programs.
  • The program makes effective use of comprehensive Federal reviews of State systems to devise new management strategies and direct technical assistance resources. Through its new efficiency measure, the program will continue its efforts to reduce the length of time needed to approve State program improvement plans.
  • The program was found to have an inadequate number of rigorous independent studies evaluating program effectiveness.

We are taking the following actions to improve the performance of the program:

  • Implementing and reporting on a new efficiency measure focused on increasing the proportion of children in foster care that have an approved case plan within 12 months.
  • Working with grantees and other agency partners to support and improve child welfare program evaluation.
