Training and Advisory Services

This program provides support to school districts to prepare and implement plans for the desegregation of public schools and to solve equity problems related to race, gender, and national origin. Funds are distributed competitively to regional Equity Assistance Centers in each of the ten Department of Education regions.

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Annual customer satisfaction surveys indicate that the program has made progress in achieving some of its long-term performance goals. The program has exceeded its targets for two of the three performance measures.
  • The program has collaborated with other Federal programs, including the Comprehensive Assistance Centers, and the Department of Education's Office of Special Education Centers. Additional collaboration occurs with the Department of Education's Office of Civil Rights and the U.S. Department of Justice.
  • School districts continue to communicate their needs for the services of the Equity Assistance Centers. There still exist many school districts in need of assistance to carry out their desegregation plans.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Providing technical assistance to improve the rigor and quality of grantees' evaluations, such as workshops during the post-award period to grantees and their evaluators.
  • Requiring grantees to submit annual plans for Department review and measure annual performance against what they proposed to accomplish.
  • Using the findings from the customer satisfaction survey to identify areas in need of improvement and incorporating this information into the monitoring plan as appropriate.
