Humanitarian Demining

The US Humanitarian Demining Program provides landmine awareness and mine clearance training and assistance with the goal of helping foreign mine-affected nations develop indigenous mine action capabilities.

PERFORMING
Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program meets a continuing need to address the worldwide problem posed by an estimated 45 to 50 million buried landmines worldwide. More than 60 percent of countries that received US assistance in FY 2005 met individual country program goals for landmine casualty reduction.
  • Individual country plans are developed and updated annually. Country plans specifically outline the landmine problem and target assistance to development of host country mine action capabilities. Thus far, US assistance has enabled 17 countries to eliminate the most pressing humanitarian impacts of landmines and to develop sustainable, indigenous capacity to continue progress.
  • The program office acted proactively to address allegations of mismanagement by hiring an independent contractor to review management practices. A follow-on review was conducted by the State Department Inspector General in 2003 which found that weaknesses had been addressed.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Graduating two countries in 2007 and two countries in 2008.
  • Continuing to implement national strategic planning process and short (1-3 yrs) and long-term (3-5 yrs) plans for reduced or no reliance on international support.
  • Within 18 mos., all countries receiving US mine action assistance having a comprehensive national strategic plan with measureable goals and objectives.
