National Bioterrorism Hospital Preparedness Program

The Hospital Preparedness program makes grants to States to assist hospitals and support health care entities in delivering coordinated and effective care to victims of terrorism and other public health emergencies.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The purpose and importance of the program are clear. Multiple Government Accountability Office reports cite the ongoing need to improve hospital and healthcare system preparedness in the case of an attack or other public health emergency.
  • The formula for distribution of program funds may not be optimal. It does not address varying threat levels or states of preparedness.
  • Program lacks data indicating its effectiveness. Results of the program have not yet been demonstrated. However, this is largely attributable to the fact that the program is relatively new, and to the inherent difficulty of measuring preparedness against an event that does not regularly occur.

We are taking the following actions to improve the performance of the program:

  • Proposing new annual measures to track program performance.
  • Working with grant recipients to ensure that performance information will be available to determine when acceptable preparedness has been demonstrated.
  • Assessing whether additional revisions of the funding formula are needed.
