Plant and Animal Health Monitoring Programs

These programs, run by USDA's Animal and Plant Health Inspection Service, assist in protecting plant and animal resources from pests and diseases through ongoing monitoring and surveillance. They provide rapid detection, analysis, and reporting of pests and diseases to minimize potential losses.

We are taking the following actions to improve the performance of the program:

  • Developing more ambitious targets. If current targets cannot show improvement, the agency should either explain why or consider measures that may be more representative of PART programs/objectives.
  • Enhancing infrastructure for surveys to protect against pests, pathogens, and noxious weeds; and for biotech permit holders to manage the safe movement and release of genetically engineered organisms.
  • Reviewing and implementing published documents, including significant regulations and the National Animal Identification System Business Plan, to maximize benefits and minimize incremental costs.
