Coast Guard: Drug Interdiction

The program works to decrease drug use in the United States by reducing the flow of illegal drugs entering the U.S. via non-commercial maritime shipping sources.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a clear mission. The program design is well coordinated with federal and international partners and is consistent with the National Drug Control Strategy. Resources are effectively targeted to focus on interdicting cocaine, which is the predominate illegal drug shipped via maritime means.
  • The program's long-term and annual performance measures track low-level outcomes like the effectiveness of interdiction efforts on maritime flow of illegal drugs into the US). However, these measures do not have a clear link to the desired high-level outcome of reducing drug use in the US. As a result, performance targets do not clearly reflect program effectiveness.
  • The first comprehensive, independent evaluation of the program is underway and preliminary results indicate that the program is effective with respect to meeting its current performance objectives. However, future success in meeting more ambitious targets depends in part on proper resourcing and timely delivery of assets being produced under the Coast Guard's acquisition program, Deepwater.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Working with the Office of National Drug Control Policy to better link the program's performance with the overall interagency goal of reducing drug use in the U.S.
  • Developing and implementing new performance measure targets that clearly reflect an effective contribution to the overall interagency goal.
  • Developing and implementing a new annual performance measure to reflect cost, schedule and quality performance for the program's key acquisition project, Deepwater.
