Mr. Holt began his career with the Bureau as a Correctional Officer at the Federal Correctional Institution (FCI), El Reno, OK in 1980. Since then, he served in various positions of increasing responsibility at the Metropolitan Correctional Center (MCC) Tucson, AZ (Lieutenant); United States Penitentiary(USP) Lewisburg, PA (Senior Lieutenant); and MCC New York (Captain). He served as an Associate Warden at MCC New York and USP Marion, IL. In 1990, he became Correctional Services Administrator with the Correctional Programs Division in Central Office. From 1993-2001, Mr Holt served as Warden at MCC Chicago, IL; USP Beaumont, TX; and USP Florence, CO. Mr. Holt assumed his present position as Regional Director in June 2001.

Mr. Holt received his Bachelor of Science degree in Criminal Justice from the University of Texas at El Paso, TX in 1979; completed a Certificate Program for Senior Managers in Government from the John F. Kennedy School of Government, Harvard University in 2000; obtained a Graduate Certificate in Public Administration from the University of Southern California in 2000; received his Masters of Public Administration degree from the University of Colorado Springs, CO in 2003; and completed numerous other higher education seminars and certificate programs, including becoming a Dale Carnegie graduate in 1987. Mr. Holt was the recipient of the Norman A. Carlson Director's Award in 1993, and the Wardens Award for Excellence in Prison Management in 2000. Most recently (2004), he received a Presidential Rank Award for Meritorious Service.
