Selected by Director Harley G. Lappin for the position of Assistant Director of the Human Resource Management Division in May 2005, Mr. LeBlanc is responsible for a wide array of human resource functions for the agency. He provides direction and oversight to all national training venues, including the training centers; personnel functions, including national staffing and examining units, the Human Resource (HR) Consolidated Services Center, pay and position management, and employee relations; local and national affirmative action programs; national labor management relations, including the field location in Phoenix, AZ and the Security and Background Investigation Section in Dallas, TX. As Assistant Director, Mr. LeBlanc oversees our human capital plan that supports the Bureau's vision and mission. He is tasked with identifying current and future workforce needs and evaluates the effectiveness of various HR programs utilizing current technology.

A native of Los Angeles, CA, Mr. LeBlanc served in the United States Army from 1971-74 and in the Army Reserve as Chief Warrant Officer from 1981-91. He is a graduate of the Physician Assistant Program at Charles Drew University in Los Angeles and graduated cum laude with a B.S. in Health Sciences from California State University, Dominguez Hills.

Mr. LeBlanc's Bureau career service began with his assignment as a Physician Assistant at FCI Terminal Island, CA, followed by his selection as Assistant Health Services Administrator, and then, as Health Services Administrator for MDC Los Angeles, CA. He was later selected as Deputy Chief of National Recruiting and served in Central Office for two years before moving to Florence, CO, as Camp Administrator at FCI Florence. Mr. LeBlanc's career progressed through assignments of increasing responsibility: Executive Assistant, NCRO, Kansas City, MO; Associate Warden, FDC SeaTac, WA; Warden of MCC San Diego, CA; and most recently Warden of the Federal Medical Center, Rochester, MN. Mr. LeBlanc has participated in various Executive Training programs, including Aspen Institute's Justice and Society Seminar.
