Fred J. Hellinger, Ph.D.

Fred J. Hellinger, Ph.D., is an economist who has extensive experience in the field of health care financing. He has conducted research on a variety of topics including prospective payment, cost benefit and cost effectiveness analyses, certificate of need, selection bias in managed care plans, and antitrust issues in health care. Recently, he has developed estimates of the economic impact of the HIV/AIDS epidemic on the United States economy.

Dr. Hellinger has worked in the Office of the Commissioner of the Food and Drug Administration where he examined the costs and benefits of proposed regulations regarding the production of finished pharmaceuticals. He also has worked in the Office of Research and Demonstrations in the Health Care Financing Administration (HCFA). At HCFA, he was project officer on the grant that examined the impact of state-sponsored prospective rate setting systems.

Dr. Hellinger was dissertation research fellow at the Brookings Institution. He is on the editorial board of Health Services Research and reviews manuscripts for numerous journals. His articles have appeared in many journals including the Journal of the American Medical Association, Health Services Research, Journal of Human Resources, Medical Care, Inquiry, Health Care Financing Review, and Applied Economics.
