a Both statewide agencies/programs and individual Medicaid plans submitted CAHPS survey data to the National CAHPS Benchmarking Database in 2006 and 2007. A portion of these plans submitted data in both years; however, some plans submitted data in only 2006 or 2007. Despite the variability in terms of participating plans/programs and state agencies, and given that the same CAHPS survey instrument and survey administration protocols were followed in both years, the composite scores are comparable over this 2-year period.
