SUBJECT:        Proposed Regulations - Appointment of Persons                 with Psychiatric Disabilities

Attached for your review and comment are proposed regulations from the Office of Personnel Management (OPM) to create a new excepted appointing authority, Schedule A 213.3102(gg), for the appointment of persons with psychiatric disabilities.

After two years of satisfactory job performance, appointees may be noncompetitively converted to the competitive service. Further, these regulations also abolish two previously authorized excepted appointing authorities (i.e, Schedule A 213.3102(h) and Schedule B 213.3202(k)). Individuals appointed under these authorities would be given new appointments under Schedule A 213.3102(gg).
