Attached for your information is the President's Order concerning the half-day closing of agencies on December 24, 2002. Also attached is an Office of Personnel Management (OPM) memorandum that provides detailed guidance on the pay and leave implications of the President's action.

Under separate cover, the Justice Management Division's Human Resource Systems Analysis Group will provide guidance on timekeeping procedures.
