MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

Attached are final regulations issued by the Office of Personnel Management on the following subjects:

• Federal Employment Priority Consideration Program for Displaced Employees of the District of Columbia Department of Corrections - incorporates two changes to the interim regulations OPM published on January 22, 2001, and responds to comments pertaining to those regulations as submitted by the Department.



• Placement Assistance and Reduction in Force Notices - replaces references to the repealed Job Training Partnership Act with references to the Workforce Investment Act of 1998.



• Career Transition Assistance for Surplus and Displaced Federal Employees - makes the current transition assistance programs permanent to help Federal employees displaced from their jobs by downsizing.



• Reduction in Force Retreat Rights - clarifies a released employee's potential right to "retreat" to another position in a reduction in force.
