SUBJECT:      Use of the Performance Appraisal Assessment Tool

The Office of Personnel Management (OPM) is committed to providing products and technical assistance to help us in meeting our Proud to Be (PTB) III goals. The attached "Performance Appraisal Assessment Tool" is designed to support the performance culture targets under PTB. It will enable us to evaluate our performance appraisal programs to ensure that we have developed a results-oriented performance culture, which is critical to successfully achieving organizational goals and objectives. We are asking each component to apply the tool for each of your performance appraisal programs (if you have more than one). The assessment includes a scoring approach, which is designed to provide quantifiable feedback on the design and implementation of your performance appraisal program(s). By completing the tool, you will be able to identify the strengths and weaknesses of your performance appraisal programs, develop a baseline assessment of the programs, and make the necessary improvements before the final assessments for the entire Department are due in the fall of 2006.

Please complete the attached tool for each of your performance appraisal programs. Also, provided is an instructional copy to assist you as you complete the tool. Do not be overly concerned with the scoring. It should be viewed as a gauge to assist you in making modifications and/or enhancements to your programs.

Please return the completed tool to us no later than Monday, November 21, 2005. After we review your assessments, we will select a couple of performance appraisal programs to serve as our "beta" models. If you are interested in volunteering, please let us know.
