MEMORANDUM FOR BUREAU PERSONNEL OFFICERS
FROM: Joanne W. Simms
SUBJECT: Federal Holidays
Attached for your information is an Office of Personnel Management (OPM) memorandum concerning upcoming Federal holidays.
OPM notes that the usual rules concerning "in lieu of" holidays will apply to the Christmas and New Year's Day holidays. Under these rules, Department management officials who have delegated authority to establish Compressed Work Schedules (CWS) have also been delegated authority under Public Law 104-201 to prevent adverse agency impact by rescheduling "in lieu of" holidays for full-time employees on CWS.
OPM also notes that an "in-lieu-of" holiday may not be granted for the Inauguration Day holiday in the Washington, DC area. The only employees who will receive an Inauguration Day holiday are those whose regularly scheduled basic workweeks include Saturday, January 20, 2001.
If members of your staff have any questions about this matter, they may call John Cahill, Policy Group, of my staff on (202) 514-6778.
