MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

Attached is a statement from the Office of Personnel Management (OPM) concerning employees on flexible or compressed work schedules who were excused from duty due to adverse weather conditions on February 18, 2003.

Please note that an employee on a flexible or compressed work schedule whose scheduled Alternative Work Schedule day off fell on February 18 is not entitled to an "in-lieu-of" day off. (This is because employees were not granted a holiday, but were excused from duty.) However, OPM recommends granting a replacement "in-lieu-of" holiday to an employee on a compressed work schedule whose "in-lieu-of" President's Day holiday fell on February 18.
