MEMORANDUM FOR EXECUTIVE OFFICERS IN THE OFFICES, BOARDS, AND DIVISIONS

SUBJECT:      Election Day

Tuesday, November 5, 2002, is election day. The voting hours and telephone numbers for the Offices of Elections are attached.

On election day, employees are expected to work their normal tours of duty, and to cast their ballots either prior to coming to work or after leaving work. However, if working the normal tour of duty would not allow an employee sufficient time to cast his/her ballot either prior to coming to work or after leaving work, the employee may request sufficient time off (voting leave) in order to vote. Supervisors have the discretion to excuse an employee from duty without charge to leave for a reasonable time for voting under the following provisions:

  • Generally where the polls are not open at least three hours before or after an employee's regular hours of work, the employee may be granted an amount of excused absence which will permit the employee to report for work three hours after the polls open or leave work three hours before the polls close, whichever provides the lesser amount of time off.


  • Under exceptional circumstances when the general rule does not permit sufficient time, an employee may be excused for such additional time as may be needed to enable the employee to vote, depending upon the particular circumstances in the individual case, but not to exceed a full day in any case.


  • If the employee's voting place is beyond the normal commuting distance and vote by absentee ballot is not permitted, the employee may be granted sufficient time off in order to make the trip to the voting place to cast a ballot. Where more than one day is required to make the trip, a liberal leave policy shall be observed. Time off in excess of one day shall be charged to annual leave or leave without pay.

Supervisors and subordinates are encouraged to discuss this issue, if necessary, as soon as possible to ensure that everyone has an opportunity to VOTE!
