MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

Attached from Director Kay Coles James, of the Office of Personnel Management, is a memorandum providing direct-hire authority to all Federal agencies engaged in the Administration’s Iraqi reconstruction efforts. This direct-hire authority may be used to appoint individuals to positions involved in such efforts that require fluency in Arabic or other related Middle Eastern languages. This authority applies to all Wage Grade positions, single-grade interval occupations in the General Schedule, and two-grade interval GS occupations at grades 9 and above, and is limited to candidates who are United States citizens. In using this authority, agencies must comply with public notice requirements as prescribed in 5 U.S.C. 3327 and 3330, and Subpart G of CFR Part 330, which pertains to the Interagency Career Transition Assistance Plan for Displaced Employees. This authority is effective July 1, 2003.
