MEMORANDUM FOR BUREAU PERSONNEL OFFICERS
FROM: Joanne W. Simms
SUBJECT: Career Transition Assistance Program Update
Effective June 4, 2001, the Office of Personnel Management (OPM) issued an interim regulation making the career transition assistance programs permanent. The interim regulation removes the September 30, 2001, sunset date and eliminates the reporting requirements for the agency Career Transition Assistance Program (CTAP) and the Interagency Career Transition Assistance Program (ICTAP). These regulations also eliminate the Interagency Placement Program (IPP). The IPP was suspended in 1995 by OPM when they established CTAP and ICTAP. The interim regulations do not propose any changes to the way that CTAP and ICTAP currently operate.
A copy of the interim regulation is attached. The interim regulation is currently open for comments. If you have comments that you wish to make about the interim rule, you may submit them to Marie King of the Planning and Workforce Development Group. Comments should be sent by facsimile to Ms. King at (202) 307-0167 or may be e-mailed to her at: marie.e.king@usdoj.gov no later than close of business on July 27, 2001. Questions may be directed to Ms. King at (202) 305-4976.
