MEMORANDUM FOR BUREAU HUMAN RESOURCES OFFICERS

SUBJECT:      Assessment of Awards Administration Policy

On December 10, 2003, Dr. Paul R. Corts, Assistant Attorney General for Administration, announced the awards administration policy for the Department of Justice (DOJ).  We are coming to the close of the first year of our awards administration policy.  The policy was designed in response to the President's Management Agenda which mandates that all agencies be more focused on achieving strategic goals and aligning their performance and awards systems accordingly.  We value your opinions and are asking for your feedback to afford us the opportunity to enhance the policy so that we can be an even stronger DOJ.  We need to hear about your experiences.

Please provide me your responses to the following questions no later than Wednesday, December 7, 2005.

  • Did you submit an awards administration policy for approval?  If no, please explain why you have not submitted a policy and explain when you plan to submit it.


  • Did you request a waiver of the implementation procedures?   Should the waiver procedures be amended?


  • Did you spend within the range which was pre-determined by the Attorney General?   If no, please explain any deviations.


  • How much money was spent and how was it distributed throughout your organization?


  • If we choose to modify the tier system, how should we recognize organizational performance?


  • Please provide any additional comments and/or suggestions.


Your responses will assist us as we modify our awards policy to ensure the proper linkage to the strategically aligned, results oriented performance management system.  Thank you for your participation in implementing these human capital reforms.
