MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

The Office of Personnel Management (OPM) has provided additional guidance to agencies in response to numerous questions about the pay and leave implications of the President's designation of December 24, 2001, as a holiday. Attached are questions and answers recently distributed by OPM concerning matters affected by the President's action.
