MEMORANDUM FOR BUREAU PERSONNEL OFFICERS

SUBJECT:      2001 Pay Adjustments

Attached for your information are the Office of Personnel Management's (OPM's) issuances concerning 2001 pay adjustments.  They include OPM's memorandum plus attachments, and the non-law enforcement and law enforcement pay tables.

We have also attached pay tables for the clerical special salary rate for the Washington, DC area and the Information Technology special salary rates, plus a one-page chart that shows various salary tables for the Washington, DC area, including the Department's Senior Level pay system.   (This chart appears at:  http://www.usdoj.gov/jmd/ps/guidcpay01.htm.  All 2001 schedules, including special salary rates, appear at: http://www.opm.gov/oca/01tables/GSannual/index.htm.)

Key provisions of these adjustments, which will be effective on January 14, 2001, are:

• 2.7 percent adjustments in rates of basic pay for the General Schedule (GS), Senior Executive Service (ES pay plan), Executive Schedule (EX pay plan), senior level (SL pay plan), administrative law judges, and statutory special rates for GS-3 through 10 law enforcement officers;



• 1.0 percent average locality pay adjustments, subject to applicable pay caps; and



• 2.7 percent adjustments in most special salary rate tables.   (Tables 116, 291, and 389 will be terminated. Tables 126, 127, 128, 129, 130, 242, 243, 244, 245, 246, 247, 383, and 434 will not be adjusted. The Department will be dropped from Table 520, and added to Table 157.)

As a result of these adjustments, GS pay (including locality pay) in the Washington, DC area will increase by 3.81 percent, and the locality pay percentage in the Washington, DC area will be 10.23 percent.  Members of your staff may direct questions on 2001 pay adjustments to John Cahill, Policy Group, of my staff on (202) 514-6778.
