SUBJECT:      2004 Annual Review of Special Salary Rates and Fiscal Year (FY) 2005 Prevailing Rate Pay Adjustments

The Office of Personnel Management (OPM) has completed the 2004 annual review of existing special salary rates authorized under 5 U.S.C. 5305. As a result of this review, 398 special salary rate schedules will be increased in tandem with the 2.5 percent increase in General Schedule rates. OPM's memorandum is attached for your review.

Additionally, OPM issued a memorandum on FY05 prevailing rate (wage) pay adjustments. In its memorandum, OPM provides information concerning the Consolidated Appropriations Act 2005 (Public Law 108-447, December 8, 2004) and its affect on the determination of pay adjustments for certain prevailing rate (wage) employees in FY05.
