MEMORANDUM FOR BUREAU PERSONNEL OFFICERS
EXECUTIVE OFFICERS OF THE
OFFICES, BOARDS, AND DIVISIONS
FROM:
Joanne W. Simms
Director, Personnel Staff
Justice Management Division
SUBJECT: Exclusion from Decennial Census Employment
The U.S. Census Bureau will be recruiting for Census 2000 at its regional centers throughout the United States. Historically, the Census Bureau has had difficulty recruiting workers for census appointments. They plan to augment recruitment efforts to fill about 260,000 positions by encouraging Federal workers to take temporary, second jobs working on the census.
Please be advised that because of concerns about perceived incompatibility, Census will not hire Federal employees who work in law enforcement. Because of similar concerns, they will not hire employees of the Departments of Justice and Treasury, due to their respective enforcement and regulatory responsibilities. In the event you are erroneously contacted by someone from the Census Bureau, you should remind them of their hiring policy.
Please ensure that your field components are informed of the employment restrictions on Department of Justice employees who want to work on Census 2000.
Questions concerning this matter may be referred to LaShon Adams, of the Personnel Staff's Policy Group, on (202) 305-0120.
