Key Findings of the Demonstration by Urban Institute

1. Providers liked the concept, clients were positive about the card.
2. Privacy/Security was not a problem for clients.
3. Clients felt empowered in using the card and managing their child's health data.

Who Is Benefiting?

Mothers and Children:

• True access is the engagement of parents so they are a partner in the delivery of health care for their children.

Health Care Providers:

• In most communities, providers function in almost total isolation—they have little opportunity to share ideas, learn new skills or provide support and guidance to one another.

Health Passport Demonstration

• Western regional pilot.
• Pilot sites:  Cheyenne, WY; Reno, NV; Bismarck, ND.
• Launch:
  Bismarck & Cheyenne—June 1999  
  Reno—June 2000.
• 20,000 moms and kids.
• 17 local partner organizations.
• Retail Stores:  WY & NV.
• Private medical providers.

  • Focus on the End Result, not the Process.

  • Make HPP transparent to users, providers.

Phase I Card

This slide displays an example of the front and back of a Health Passport Card. Like a credit card, the individual's name appears on the card, along with an identification number.

• One card per family member.
• Multi-application hybrid architecture  (mag stripe for backward integration).
• 8 k microprocessor.
• Internet back-up from host using data encryption via network.

Legacy Integration

The HPP Card captures data from each legacy system and has the ability to send new information to the legacy system

This slide features a diagram of how the legacy systems work together. The HPP card is in the center, surrounded by the different systems, with arrows illustrating that data can go both ways from a legacy system to the card. The systems surrounding the card are (Clockwise from top right):
