• Conform to State policies and standards.
• Achievable at reasonable cost within acceptable levels of risk.
• Align with its plans at State, agency, and department levels.
• Project planning is thorough and ensures reasonable probability of project success.
• The acquisition plan minimizes the procurement risk.
