The Agency for Healthcare Research and Quality (AHRQ) invites applications
for cooperative agreements to build on and expand the Consumer Assessment of Health Plans (CAHPS®). This RFA builds on earlier work to enrich the evidence base concerning consumer assessment and reporting and enhance the usefulness of CAHPS® products. Select for more information about the RFA.
The files below have been made available to provide supplemental information on CAHPS® (Select for Downloading Information). Knowledge or review of these files is not required for submitting an application to the CAHPS® II RFA. The files are intended to provide additional information on the current status of CAHPS® research and development.
Description of Supplementary Information
CAHPS® 2.0 Survey and Reporting Kit
This zipped file contains information from the CAHPS® 2.0 Survey and Reporting Kit (CSRK). It provides reliable and valid tools that sponsors can use to help consumers and purchasers assess and select health plans including the survey instruments, sample formats for reporting results to consumers, software to assist in data analysis, and guidance and instructions to help organizations carry out the surveys and produce the reports. CAHPS® 2.0 survey instruments can be downloaded, and complete kits can be obtained from:

Group Practice Level CAHPS®
This zipped file contains information from the Group Practice Level CAHPS® (G-CAHPS®). CAHPS® users were interested in expanding the use of CAHPS® from the health plan level to the group practice level. In collaboration with the Pacific Business Group on Health and funded jointly by the California Health Care Foundation and AHRQ, the G-CAHPS® instrument was developed and tested. The download includes the final report and appendixes from the initial round of field testing, as well as recommendations for future steps.
CAHPS®-Persons With Mobility Impairments (CAHPS®-PWMI)
This project is still at the conceptual stage of development. The goal is to develop and test an instrument to measure the experiences of persons with mobility impairments. An expert meeting was convened in April 2000 to discuss the issues and challenges related to this effort. The preliminary summary of this meeting with appendices is included in the download.

- Nursing Home CAHPS® (NH CAHPS®). This effort to measure patients' experiences in nursing homes is jointly supported by AHRQ and CMS (formerly HCFA). Background information includes:
- NH CAHPS® summary.
- NH CAHPS® draft instrument.
- NH CAHPS® focus group summary.
- Report of Input from Stakeholders on Design of CAHPS® II. This report was prepared by an independent contractor whose goal was to review the current CAHPS® products and processes and to make recommendations on the design of CAHPS® II.
- Submitter's Kit. Researchers/organizations can submit their own surveys to be adopted by CAHPS®. The Submitter's Kit describes the criteria necessary for a survey to be adopted by CAHPS®. These criteria also represent the development principles and standards used by CAHPS®.
- Survey User's Network (SUN) Contract Scope of Work. Grantees will work closely with SUN contractor throughout CAHPS® II. The Scope of Work provides specific information on the role of the SUN contractor with respect to the CAHPS® grantees.
