About the User Liaison Program


The User Liaison Program (ULP), established in 1978, contributes to the Agency for Healthcare Research and Quality's (AHRQ's) mission by synthesizing and disseminating research findings to State policymakers and researchers.

ULP's flagship products are small policy-thematic workshops and skill-building workshops, as well as workshops designed for specific States on request. The program also produces teleconferences and written products such as issue summaries, Web-based materials, and distance learning programs.

In addition to providing information and tools to make informed health policy decisions, ULP serves as a bridge between State and local health policymakers and the health services research community, by bringing back to the Agency the research questions being asked by key policymakers.

Ms. Isaacson is the director of the Division of User Liaison and Research Translation. In addition to leading the Division and supervising the programs, she serves as the substantive point person on a number of workshops and provides special expertise on measuring the quality of health care furnished and purchasing for value.

Mr. Seitz leads the ULP distance learning effort and specializes in learning design development. He serves as substantive point person on workshops, and his special areas of interest are in behavioral health, prevention, and cultural competency.

Ms. Shofer serves as the substantive point person on workshops and tracks health services delivery issues taking place at the State and local levels. She also monitors health services research findings of interest to State and local policymakers. Her special interest areas include managed care, the State Children's Health Insurance Program (SCHIP), and the uninsured.
