19.1 Delegation. The Commissioner, Bureau of Reclamation, is delegated all the necessary authority to award and fund research and development grants and contracts to develop cost-effective desalination processes; to conduct demonstration and development programs for water desalination and related activities; to accept technical and administrative assistance from States and public or private agencies in connection with the desalting of water; to enter into contracts or agreements for authorized purposes; and to exercise other authorities as outlined in the Water Desalination Act of 1996 (P.L. 104-298).
