title:grants	The word grants in the title field
h1:"cooperative agreement"	The phrase cooperative agreement in the <H1> tag of an HTML document
+title:grants "cooperative agreements"	The word grants must be in the title, and possibly the phrase cooperative agreements may be in the full text of the document
