Issue 11369: The Content Package Requirements Do Not State That All Extension Elements Must Be Schema Validated

Details:

The SCORM 2004 3rd Edition Conformance Requirements do not have a requirement that states that all extension elements found in an imsmanfest.xml file need to be schema validated.


The SCORM 2004 4th Edition Conformance Requirements will be updated to include a requirement that states that that all extension elements found in an imsmanfest.xml file need to be schema validated. This better aligns the validation of Content Packages with other available XML Parsers and increases SCORM Content Package Interoperability.
