In 2003, the United States African Development Foundation (USADF) entered into a Swaziland partnership with the National Emergency Response Council on HIV/AIDS in a mutual effort to mitigate the impact of HIV/AIDS and promote the economic empowerment of people and communities affected by the disease. Through the program, funds are provided to small and medium enterprises (SMEs) and small agricultural producer groups in Swaziland to secure the technical, managerial, and/or marketing assistance they need to enhance their capacity and profitability. As a result of the program, USADF aims to contribute to the growth of sustainable community level SMEs, increase access to micro-credit and business training, improve agricultural production, expand exports that involve grassroots populations, and support new non-traditional exports.
