All competitive civil service positions require U.S. citizenship. USADF requirements for program staff are often geared to a very specific set of knowledge, skills and abilities. USADF employs Regional Program Coordinators, Portfolio Managers, and Economists. Desirable candidates include those with international project development, economic and business analysis, and/or grants portfolio management experience in Africa; a related degree; foreign language skills (French and/or Portuguese) and good oral and written communication skills. Narrower areas of expertise for a specific position may be required - such as demonstrated successful experience in micro and small enterprise development, building the capacity of small businesses to engage in profitable and sustainable trade and investment, or HIV/AIDS mitigation. Some positions require extensive travel to Africa.
USADF also employs individuals in support and administrative fields including international law, accounting, auditing, contracting and procurement, grants information management, human resources, and administrative and other support services. Computer proficiency is required for all positions.
Because USADF is a very small agency with low turnover, opportunities for permanent employment are rare. When vacancies occur, USADF's competitive civil service positions are filled using Federal competitive processes. Vacancy announcements are posted on this website as well as on USAJOBS, the United States government's employment website.
Applicants to USADF positions must follow the application procedures and deadlines outlined in the vacancy announcement. A resume must contain information outlined in OF-510, "Applying for a Federal Job," or the applicant may submit OF 612, "Optional Application for Federal Employment" in lieu of a resume (click here for application forms). Typically, a USADF announcement will request that applicants submit a supplemental statement addressing any selective factor(s) and quality ranking factors listed in the announcement. Often this supplemental statement is a required document and failure to submit the statement along with your resume will cause you to be ineligible for further consideration. When the supplemental statement is not required, it is highly recommended since these factors are used to determine who will be referred to the selecting official. The announcement also contains information about veterans preference, if applicable, and priority placement for those well-qualified applicants under the Interagency Career Transition Assistance Program (ICTAP) or ADF's Career Transition Assistance Program (CTAP). Read the announcement carefully for other application requirements. Do not submit writing samples, unless requested.

If positions are duty-stationed overseas, pay is set in accordance with the "General Schedule (Base)" table. Additional overseas allowances may be paid based on the location of the position.
All USADF positions require a background investigation. The level of investigation depends on the level of public trust required by the position. Generally, an appointment is made prior to USADF receiving the final results of the investigation, but USADF reserves the right to delay employment until a portion of or the complete investigation results are received. Continued employment is subject to a suitability determination based on the results of the investigation. Periodic re-investigations will be conducted.
