Submitted in response to ACHP's 1996 reauthorization legislation,
Alternatives for Implementing Section 106 of the National Historic
Preservation Act: An Assessment:
- examines possible statutory, regulatory, and non-regulatory actions
to improve the application and implementation of Sections 106 and 110(f)
of the National Historic Preservation Act;
- considers the extent to which regulatory reforms already underway
and new non-regulatory policy, guidance, or practice might accomplish
these same goals;
- uses the information gathered through ACHPs regulatory
revision initiative to identify major issues of concern; and
- approaches the request from Congress holistically by considering alternative
treatment of nationally significant properties as a subset of more general
questions about the implementation of Section 106.
