Abstract: Title 38, U.S.C., 4212 requires that any entity (contractors and sub-contractors) receivings contracts from any department or agency in the amount of $25,000 or more shall take affirmative action to emply and advance in employment qualified special disabled veterans, veterans of the Vietnam ear, or other veterans who served on active duty during a war or in a campaign or expeditin for which a campaign badge has been authorized. Federal contractors and subcontractors report annually the number of targeted veterans in their workforce by job category and hiring location and the total number of new hires, including the number of targeted veterans hired during the reporting period. In addition to affirmative action, each contractor and sub-contractor must list immediately with the appropriate local State employment or workforce development office all of its employment openings except that the contractor may exclude openings for executive and top managment positions, positions, ositions whic are filled from within the contractor’s organization and positions lasting three days or less.

Purpose: To provide priority referral to targeted veterans by local State employment and workforce development offices to job openings listed by Federal contractors and sub-contractors. To assist targeted veterans to obtain jobs with Federal contractors and sub-contractors.

Agency Program: In accordance with Title 38, U.S. Code, Section 4212, VETS collects the annual report supplied by Federal contractors concerning their affirmative action requirements for targeted veterans. VETS supplies Federal contract award information identifying Federal contractors to local veterans employment representatives who assist targeted veterans obtain jobs.
