Abstract: The DFVC tracking system identifies plans that use
the DFVC program. The system includes fields such as the amount paid in
penalty, name, EIN, plan name, and plan year. In addition to these fields,
basic information is kept regarding correspondence to the filer.
Purpose: The DFVC program is a reduced penalty program intended to
encourage plans to file their previously unfiled Form 5500s. This program
offers an important opportunity to plan administrators to economically resolve
serious delinquent filing issues. The DFVC tracking system enables the Office
of the Chief Accountant to ensure the program is being used correctly.
Agency Program: The Office of the Chief Accountant is tasked with
enforcing 502(c)2 of ERISA. OCA uses the DFVC program to reduce the number of
late filers and non-filers.
