Abstract: The Bureau of Labor Statistics (BLS) Census of Fatal
Occupational Injuries (CFOI) produces comprehensive counts of fatal work
injuries. CFOI is a Federal-State cooperative program that has been implemented
in all 50 States and the District of Columbia since 1992. To compile counts
that are as complete as possible, the census uses multiple sources to identify,
verify, and profile fatal worker injuries. Information about each workplace
fatality--occupation and other worker characteristics, equipment involved, and
circumstances of the event--is obtained by cross referencing the source
records, such as death certificates, workers' compensation reports, and Federal
and State agency administrative reports. To ensure that fatalities are
work-related, cases are substantiated with two or more independent source
documents, or a source document and a follow-up questionnaire.
Purpose: The uses of CFOI data include: Monitor the number and
types of fatal work injuries over time. Generate profiles of fatalities for
specific worker groups or specific types of incidents, such as highway
fatalities or electrocutions. Information for administering Federal and State
safety and health programs, as well as programs developed by employers, trade
groups, labor groups, etc. Agency Program: The Occupational
Safety and Health Act of 1970 requires employers to prepare and maintain
records of occupational injuries and illnesses. The Act also requires the
Secretary of Labor to develop and maintain an effective program for the
collection, compilation, and analysis of statistics of work-related injuries
and illnesses (29 U.S.C. 673).
