Abstract: The Department of Labor Parking Management System (DOLPMS) is designed to govern the allocation and management of parking in the three Frances Perkins Building (FPB) garages (North, South and East). Of the approximately 930 parking spaces in the FPB, 115 are occupied by outside agencies. Parking space allocations are assigned based on: Presidential Appointees and other officials, and executives specified by the Office of the Secretary of Labor; Government-owned vehicles, and vehicles servicing the needs of the Department; disability parking; van pools and car pools. Any qualified applicant not granted parking due to the unavailability of parking spaces are placed on DOL's waiting list. New parking allocations are reconstituted on an annual/as needed basis, at such time, an individual is required to resubmit a new application as well as any others who may want to apply. A thirty-day grace period between the time when new assignments are issued and when new assignments become effective is granted. This time frame is given to allow employees, who previously had parking but did not qualify during the reallocation period, to find alternative parking arrangements.

Purpose: The DOLPMS was established to provide a tool for management to ensure that parking regulations by employees as fair and consistently administered and according to GSA regulations. Full and open disclosure of parking criteria and resulting assignments are available for interested parties is provided to aid in accomplishing this objective.

Agency Program: The DOLPMS is managed in accordance with our building delegation agreement with the General Services Administration and their pertinent regulations.
