Abstract: The Employee/Contractor Identification System which is
managed by the Business Operations Centers,Office ofAdministrative
Services is a comprehensive security system detailing specific
employee/contractor information used to gain entrance to Department of Labor
(DOL) National Office locations. The information is depicted on a custom
security identification card system which contains an ID color photo of the
individual, their name, signature, organizational component, and an expiration
date. The ECIS provides management with an easily assessable pictural image of
all employees/contractors at any time. The color coded security features of the
software enables DOL to distinguish employees by various work categories:
federal employees, contractors, daycare workers, daycare parents, and
accessibility to the building during various hours. The ECIS has been in
operations at DOL since 1997. Purpose: The challenge of global
terrorism, the consequences of major disasters and emergencies, the epidemic of
domestic and work related violence require that every federal agency maintain a
secure work place for its employees and clients so that productivity and
continuity of operations can be insured. Since the April 19, 1995 bombing of
Alfred P. Murrah Building in Oklahoma City, federal agencies have been required
to maintain a proactive stance with regard to the security of its facilities
and the safety of its employees. This decision requires a continuing assessment
of the security measures of the Frances Perkins Building (FPB) to determine if
it is maintaining the recommended minimum security standards as set forth in
the Justice Departments Aug. 28, 1995 Vulnerability Assessment of Federal
Facilities. Agency Program: The ECIS serves as one of the
basic security safeguards utilized by the Department of Labor to provide a
secure workplace for its workforce.
