Abstract: The Occupational Employment Statistics (OES) program
conducts a yearly mail survey designed to produce estimates of employment and
wages for specific occupations. The OES program collects data on wage and
salary workers in nonfarm establishments in order to produce employment and
wage estimates for over 750 occupations. Data from self-employed persons are
not collected and are not included in the estimates. The OES program produces
these occupational estimates by geographic area and by industry. Estimates
based on geographic areas are available at the National, State, and
Metropolitan Area levels. The Bureau of Labor Statistics produces occupational
employment and wage estimates for over 400 industry classifications at the
national level. The industry classifications correspond to the 2- and 3-digit
Standard Industrial Classification (SIC) industrial groups. The OES survey is a
Federal-State cooperative program between the Bureau of Labor Statistics (BLS)
and State Employment Security Agencies (SESAs). BLS provides the procedures and
technical support, draws the sample, and produces the survey materials, while
the SESAs collect the data. SESAs from all fifty States, plus the District of
Columbia, Puerto Rico, Guam, and the Virgin Islands participate in the survey.
Occupational employment and wage rate estimates at the national level are
produced by BLS-Washington using data from the fifty States and the District of
Columbia. Employers who respond to States' requests to participate in the OES
survey make these estimates possible. Purpose: Occupation
Employment Statistics are used for analysis of current and historical
occupational employment, as well as analysis of occupational wages. Data are
also used in the development of occupational projections and vocational
planning. Data are also used in industry skill and technology studies,
including market analysis. Agency Program: 29 U.S.C. 1, 2,
1501, 1752; 13 U.S.C. 182; 22 U.S.C. 3101, 3141 Statutory Requirements Met by
the Programs: The Bureau of Labor Statistics "shall acquire and diffuse among
the people of the United States useful information on subjects connected with
labor, in the most general and comprehensive sense of that word, and especially
upon its relation to capital" (29 U.S.C. 1). The Bureau of Labor Statistics
shall collect, collate, report and publish full and complete statistics of the
volume of and changes in employment (29 U.S.C. 2). The Bureau of Labor
Statistics has responsibility for improving the collection, analysis and
publication of unemployment data relating to Hispanic Americans (29 U.S.C. 8).
The Job Training Partnership Act directs the Secretary of Labor to maintain a
comprehensive system of labor market information on a National, regional,
State, local, or other appropriate basis (PL 97-300, Section 461). The Job
Training Partnership Act directs the Secretary of Labor to develop current
employment data by occupation and industry, based on the BLS occupational
employment statistics program and projections by the Bureau of Labor Statistics
of employment and openings by occupation (PL 97-300, Section 462). The Job
Training Partnership Act directs the Secretary of Labor to "provide technical
assistance to the States in the development, maintenance, and utilization of
labor/ market occupational supply and demand as described in Section 125, with
special emphasis on assistance in the utilization of cost-efficient automated
systems and improving access of individuals to career opportunities information
in local and state labor markets" (PL 97-300, Section 463(a)(3)).
