Following are excerpts from an editorial in yesterday's Troy Record:
"For all the problems and failures of the educational system in New York state, it is heartening to see that with the help of federal funding, the absolute cornerstone of learning—reading skills—is being addressed in a meaningful way."
"Gov. George Pataki on Tuesday announced that the state has obtained $129 million from the U.S. Department of Education for the state's Reading First program. The money was made available through the No Child Left Behind Act of 2001. That project is a pet cause of the Bush administration, and after a 'what is it, actually' start, the program is beginning to bear fruit."
"According to statistics from the federal Department of Education, only one-third of today's students in grades 4, 8 and 12 are reading proficient. That is unacceptable. We must put the days behind us when students were processed like slices of cheese and allowed to graduate even if barely literate. Programs such as this joint federal/state program should become a beacon, lighting the way to upgrading our educational resources."
