Lynchburg, VA - Last night, the U.S.
Marshals Service Blue Ridge Fugitive Apprehension Strike Team (BRFAST) task
force and Lynchburg Police Department Officers acting on a lead from
Georgia, rescued a 5 year old girl who had been abducted in Georgia over
four years ago. Georgia investigators allege that the girl was abducted by
her maternal grandparents when she was one year old and authorities have
been looking for her ever since. The grandparents were members of the
controversial House of Prayer church located in Atlanta. Based on
information developed by the Fulton County District Attorney’s Office and
the U.S. Marshals Southeast Regional Fugitive Task Force in Atlanta, a
coordinated effort was initiated by the U.S. Marshals in Lynchburg to locate
the girl.
Officers assisted by the Lynchburg PD SWAT
team executed a search warrant at 1104 Wise Street in Lynchburg where the
victim was located along with six other children, all under the age of 12.
The victim and the other children were taken into protective custody and
placed in foster care overnight by Social Services pending further
investigation by the Lynchburg Police, Social Services and the U.S. Marshals
Service. The initial investigation indicates that the children may have been
housed in abusive conditions and their relationship to the suspects is not
clear at this time. All will remain in foster care pending the outcome of
the investigation.
Officers arrested David Duncan, age 50, and
his wife Sharon “Sandra” Duncan, age 46, without incident on outstanding
Georgia warrants for Kidnapping and Custodial Interference. Both Duncan’s,
along with Rev. Arthur Allen Jr. and two other House of Prayer members, were
convicted in 2002 for cruelty to children. The Duncan’s were incarcerated in
the Blue Ridge Regional Jail in Lynchburg pending state extradition
proceedings. The 6 year old victim was reunited with her biological father
at approximately 9:00 pm last night after he and a U.S. Marshal from Georgia
flew to Lynchburg from Atlanta. The investigation is continuing and
additional charges may be filed. |
