contract language requiring commitment to safe practices to bid on
state-funded highway work. OSHA provides outreach to contractors and
training to state personnel, and all partners work together to
identify and correct hazards.
Results: Work zone safety conferences were provided to stakeholders. The annual 1-day conference
included training sessions for approximately 300 attendees. The conferences are held for
professionals and contractors. The number of annual attendees continues to grow. |

with OSHA to improve safety and health management systems and reduce
illness and injury rates. Specific goals/objectives of this
partnership were to: improve the safety and health management systems
at the park; reduce the injury, illness and lost time case rates;

models of excellent safety and health management systems and identify
best practices to foster improvements in worker safety and health at
other parks not covered by the agreement; attain a stronger commitment
to, and awareness of, workplace safety and health by NPS management
and employees; improve relationship between NPS and OSHA at the
national and local levels; and, try to qualify to participate in
OSHA's Voluntary Protection Programs (VPP).

Overview:
Approximately 10 prime contractors and more than 200 subcontractors
are involved in the construction of the new courthouse annex and
rehabilitation of the present courthouse tower. The Partnership goal
is to reduce work-related fatalities and serious injuries by
encouraging contractors to improve safety and health performance. The

can be analyzed and abated, develop criteria for model contractor
safety and health management systems, and make new educational
material available to all participants.
Results: This Partnership's overall safety and health management
system was enhanced in 2003 through improvements to employee
involvement, site hazard identification and abatement, extensive
training on job site hazards, and the use of the expertise offered by
URS Corp's safety and health contractor, which included training on
OSHA 10-hour and 30-hour classes, to foremen and employees. New York
State Consultation provided training on hazard abatement during its
consultation visits. The Partnership conducted 300 self-inspections,
which resulted in the identification and abatement of 500 hazards. |

notification
- Encouraging employee involvement in the day-to-day implementation of work site safety and
health programs through the project safety and health committee

Overview: Sweetwater Construction Company has entered into a
comprehensive agreement with OSHA. This agreement is designed to eliminate serious hazards and
achieve a high level of worker safety and health during the construction of a two story, 105, 000
square foot hotel. The primary goals of this agreement are:
- Develop, implement and maintain effective comprehensive safety and health programs in
accordance with OSHA's 1989 Safety and Health Program Management Guidelines. These programs will
be evaluated using Appendix D (or equivalent) during the OSHA verification inspection.

construction industry. A Partnership goal is to keep the DART rate (cases with days away from
work, job-transfer, or restriction) below the national average for NAICS Code 236, which were 3.0
for year 2003. Injury and illness incidence will be evaluated annually by review of the OSHA 300
logs and any other relevant accident reports.
- Identify and correct primary causal factors in worker injuries and illnesses, in particular
the top four causes of construction injuries: falls, struck-by and caught-in incidents, and
electrocution (OSHA's focused four construction hazards) and a primary health hazard associated
with silica exposure during construction activities.
